Peter Harrell is an expert in U.S. economic statecraft, including sanctions, export controls, and trade policy. He is also an attorney who advises companies and investors on international legal, regulatory, and geopolitical risks. Currently, Harrell is a Nonresident Fellow at the Carnegie Endowment for International Peace and a Visiting Scholar at Georgetown's Institute of International Economic Law.
From January 2021 to 2022, Harrell served as the Senior Director for International Economics at the White House National Security Council under the Biden administration, where he focused on securing U.S. supply chains, international digital and telecommunications policy, and sanctions and export controls related to Russia's invasion of Ukraine. Previously, he served as the Deputy Assistant Secretary for Counter Threat Finance and Sanctions in the State Department's Bureau of Economic and Business Affairs from 2012 to 2014. In February 2023, Harrell testified before the House Financial Services Committee. He is also a Lawfare contributor and host of the podcast "Security Economics". Harrell is a magna cum laude graduate of Princeton University and holds a J.D. from Yale Law School.
